Player Movement Rules and Regulations

1) This player movement policy shall not supersede in any way the rules pertaining to player movement or rules pertaining to player recruitment already set forth in the NYSAHA Guide Book.

2) Releases shall be granted to any individual on any level A, B, C that has submitted a formal letter of Request of Release to the President or Governor of the organization he or she wishes to leave, within the time frame specified.

3) his time frame shall be determined to be from the last day of the national tournament for that hockey season until June 16th of that same calendar year.

4) Rquests for releases after the time specified shall be in the form of a formal written letter submitted to the president or governor of that organization and it will then be passed on to the Zone President for his or her approval or denial.

5) An approved release allows the individual to try out for any one team during their tryout period. The release form shall be kept by the organization and not returned unless that player is either cut from the team or after the first tryout the player feels he/she is not capable of landing a spot on that team.

6) No player shall be allowed on ANY tryout ice unless he or she has the original copy of the release given to him or her by their former organization.

7) Players with a valid release form shall be allowed to try out for ONLY ONE organization at a time.

8) The purpose of the player movement rule is not to stop the free transfer of players between members by personal choice of players and/or parents. However, it is intended to prohibit raiding by one member of another’s personnel and the enticing of individual players or group of players for the express purpose of depleting other member(s) of personnel and the formation of a super team.

9) No member of the LIAHL shall accept a player into their program who was rostered by another member of the LIAHL in the previous season without the express permission of the member with whom the player was rostered. This rule shall apply to all players Mite moving to Squirt and older. Recreation League players and players moving up to Junior are specifically excluded.

10) Players shall not be permitted to move from one member to another unless all financial and equipment obligations to the member the player is leaving are fully satisfied.

11) Any player, parent or coach who attempts to circumvent the player movement rules, including recruitment, as defined by the LIAHL is automatically suspended for at least the remainder of the season, or for any period of time as determined by the LIAHL Disciplinary Panel. Any member attempting to circumvent the player movement rules shall be automatically fined an amount determined by the LIAHL Disciplinary Panel.

12) This release policy is for all players regardless of what organization they play for. No Organization that fields multi-level teams can protect players within its organization.

13) No team shall sign more than one Mite level player from another organization without waiver from the original organization.

14) In no way shall any of these proposals override the NYSAHA Guide Book rules and policies for any individual to his rights of appeal.

15) Player Acceptance: 
   a) Any organization with a component team that wishes to accept two (2) or more players from other associations, shall immediately notify, in writing, the League Commissioner that such movement has occurred. Upon notification the League Commissioner will take those measures necessary to insure that the best interests of amateur hockey are served. 
   b) No organization shall accept more than (3) released players per USA Hockey Age Classifications (TIER I ONLY),  from any one organization, with the exception of item 15c. 
   c) The League Commissioner will make the final decision on movement of mite players. 
   d) These rules shall include final year Mites through Midgets
